Patna: The Bihar government has amended the rule for teachers’ recruitment by eliminating the mandatory criterion of being the native of the state. Now, all those having bachelor in education (B Ed) degree and qualified in the central teachers’ eligibility test (CTET) are qualified to participate in the teachers’ recruitment process, being conducted for various government schools in the state by the Bihar Public Service Commission (BPSC).
The state cabinet at its meeting chaired by Bihar chief minister Nitish Kumar on Tuesday approved the state education department’s proposal to do away with the restriction of only local candidates. The rules framed for appointment of around 1.70 lath teachers in primary, secondary and higher secondary schools will soon be amended to let the candidates of other states fill up the form and participate in the examination. Earlier, only the residents of Bihar were entitled for appearing in the examination being conducted by the BPSC.

Around 2.50 lakh TET qualified teachers, who are appointed by the panchayati raj institutions (PIRs) and urban local bodies (ULBs) in various schools, have announced to take to the streets in the state capital on July 11 against the state government’s decision to open the recruitment process for all. “Instead of making the system of teachers’ appointment easy in keeping with years of work put in by the teachers, the government is complicating the process,” said an aspirant teacher.
Meanwhile, the Bihar state secondary teachers’ association, the oldest teacher’s body, has announced to launch the agitation from July 11 in the state capital on the issue. Some of the teachers’ bodies have already filed writ in the Patna high court against the rules framed for teachers’ appointment.

Terming the decision against the state’s interest, state president of Bihar TET teachers’ association, Amit Vikram said that thousands of teachers from across the state would join the stir in July 11. “This is ridiculous to allow students of other states to participate in the teachers’ recruitment process. All other states have their own policy to allow only local students to become teachers. We will fight for our rights, otherwise what kind of ideology we would set for our students,” asked Vikram.
