Patna: Now the recruitment of teachers for first to 12th standards in schools of Bihar will be done through a centralised system. The commission, decided by the state government, will conduct the state level examination to select the teachers.
Only CTET and TET passed aspirants will be able to appear in this recruitment test. The state cabinet has approved the Bihar State School Teacher (Appointment, Transfer, Disciplinary Action and Service Conditions) Rules, 2023 on Monday.

Teachers already appointed will also be able to appear in the examination to be conducted by the commission, if they wish. For this, they will be given relaxation in age limit up to a maximum of ten years. The appointment rules have become effective from today itself and after today any teacher will be appointed only through the examination conducted by the commission.
Teachers appointed through the commission will be called employees of the state government. It may be known that till now teachers were appointed through Gram Panchayat and urban municipal bodies on fixed pay basis.
Like before, in this rule also, women will get 50% reservation in the appointment of teachers from first to eighth grade. Women will get 35% reservation from ninth to 12th. Apart from this, other reservation will be under the provision implemented by the general administration department (GAD). Though there will be district cadre of teachers, they can be transferred to one district from another, depending up the requirement.

The minimum age of primary and middle school teacher candidates will be 18 years on August 1 and the minimum age of middle and higher secondary schools will be 21 years. Category wise maximum age limit will be the same, which will be provisioned by the state government from time to time.
Prior to 2005, Bihar carried out appointment of school teachers through Vidhyalay Seva Board. Now, the teachers will have separate district cadre and will be equivalent to the state government employees. In the higher secondary schools, there will be subject-wide cadres. There will be direct appointment on all posts of teachers in schools on two-year probation, which can be extended for another year in case of unsatisfactory performance.

The rules state that all those having qualified teachers’ eligibility tests organised by the Centre and the state and conforming to provisions laid down by the National Council for Teachers’ education (NCTE) and Rehabilitation Council of India (for teachers in special schools) would be eligible for appointment as teachers. Those appointed prior to 2012 and cleared Teachers Competency Test will, however, be exempted from TET criteria.
In the 2022-23 Budget, the Bihar government had announced to appoint 48,762 primary teachers, 5,886 physical education trainers, 44,193 teachers in secondary schools, 89,734 teachers in higher secondary schools and 7,360 computer teachers. However, the teacher aspirants have been agitating over delay in cabinet nod to new rules and advertisement of vacancies.
Earlier, chief minister Nitish Kumar had announced at Shiksha Diwas function in Patna that further recruitment of teachers would be made for schools, the modalities for which were being worked out, and the salary hike for teachers would also be ensured.
