Ranchi: Restaurants and hotels with more than 200 capacity and housing societies of more than 50 residential units located in the capital city need to set up their own waste disposal plants for processing biodegradable municipal refuse or else be ready to face the penalty.
“The same direction has been given to all urban local bodies across the state for its strict compliance. The municipal bodies will not collect wet waste from these types of complexes after December 31,” said a senior officer of the state urban development department (UDD), adding that amount and kind of penalties are being worked out to deal with those failing to comply the rule.
All municipal corporations and other municipal bodies have been asked to identify the restaurants, hotels, lodges, marriage and banquet halls and housing societies, exceeding the limits, and serve notices on them to set up compost making plant inside their premises within the deadline.
“All commercial and non commercial complexes, which generate organic waste of more than 100 kg daily for more than 15 days in a month, will have to install compost machines to process the municipal waste by themselves,” said the officer.

The operators, who fail to install compost machines within the stipulated time will be fined under the Solid Waste Management Act. This rule has been made compulsory for operators of such hotels, restaurants, lodges, marriage and banquet halls as well as bigger housing societies in Ranchi Municipal Corporation (RMC) area. The deputy municipal commissioner of RMC has already issued an order saying that wet waste will not be collected from hotels, restaurants, banquet and marriage hall operators, which refrain from abiding by the norms of wet waste disposal.
Installers of compost making plants used to get discount
A section of operators of commercial complexes claim bulk generators of wastes, which installed composed converters, used to get discount in the user charges for waste disposal by the municipal bodies till three years ago. However, most of the bulk waste generators bought time to install garbage disposal machine as it cost around ₹2-3 lakhs. Besides, man power has to be engaged. Housing societies and banquet hall operators said a similar rule for rebate in user charges for waste disposal was introduced five years ago, but it has been discontinued now. Incentive scheme needed to be introduced again, they said.

15 garbage disposal plants were working earlier
Additional municipal commissioner of RMC Kunwar Singh Pahan said that garbage disposal machines were installed at 15 locations in the past. “But now they have stopped operation. More than 3 tonne of garbage can be disposed of these machines have been operating,” said Pahan.
“It is mandatory for waste disposal machines to be installed where more wet garbage is generated. This rule was in force earlier, but will now be stricter. From January 1, the corporation will not pick up wet waste from such places.”
