Niyojit teachers in Bihar get 5 chance to clear competency test

After clearing the competency test, they will become special teachers and get posted in their desired schools once the transfer policy is finalised, says education dept ACS

Patna: As assured in the state legislature, the state cabinet chaired by chief minister Nitish Kumar on Thursday (December 19) approved the Bihar school special teachers (amendments) rules 2024, offering five chances to Niyojit teachers to pass the competency test and become special teachers. 

Along with it, those teachers, who pass the competency exam and become special teachers would be posted at the places of their current posting. They will start getting the upgraded salary after the amended rules are notified in the state gazzete.

This was among the 43 agenda, which the cabinet meeting chaired by chief minister Nitish Kumar discussed with the concerned departmental minister and approved them.

Briefing newspersons after the meeting, additional chief secretary (ACS), cabinet, S Siddharth said that an assurance to offer five chances to the Niyojit teachers to pass the competency test was given by the government in the state legislature. “All teachers, who cleared the competency test, will be provisionally posted at their current place of posting and they can draw the upgraded salary. Their service will become permanent like government employees after verification of their documents,” said Siddharth.

Of the total 3.39 lakh Niyojit teachers, over 2.55 lakh teachers have cleared the competency test in the examination conducted in two phases. Next batch of the competency test would be conducted in January and the remaining 85,609 teachers would try clearing it. “As per the amended rules, these teachers would be given two more options to pass the test,” said Siddharth, who also holds the charge of the education department.

The ACS said that the provision for launching departmental proceedings and punitive action, like any other government employees, will be taken against the erring special teachers. The service code for special teachers has also been finalised.

Siddharth said that special teachers would be offered their choice posting or posted at the schools nearest to their option in the absence of vacancy. “As of now, there is no plan of transferring the special teachers. However, their jobs will be transferable as any other government employees,” he said, adding that the government would be generous in transfer-posting of special teachers.

Elaborating the provision of punishment, the ACS clarified that the government would, however, act sternly against those teachers who indulged in politics and sought to vitiate the atmosphere in the schools. “If any complaint is lodged against them and the charges are found true, the concerned district education officer (DEO) may transfer him or her to any schools in the districts. The director may transfer the incorrigible teachers to any part of the state. However, the teachers will have the right to appeal against the charges to higher authorities. They will also be given opportunities to clarify their position against any charge,” said Siddharth
